Progressive Car Insurance in New York – Is Progressive Good for New Yorkers?

Last Updated on October 4, 2026 by James Shaffer

Progressive is one of the major national insurers available to New York drivers. The company offers New York’s required auto insurance coverages along with collision, comprehensive, medical payments, rental reimbursement, roadside assistance, and other optional protections.

Price is only one factor to consider when comparing different insurance companies. Coverage limits, deductibles, discounts, claims service, and the way an insurer rates your particular driving profile can all affect the value of a policy. Here is what New York drivers should know about Progressive before requesting a quote.

At a Glance

  • Current New York rate example: Progressive currently lists an average of $165.02 per month for a six-month, liability-only policy with one driver and one vehicle. Your actual premium can be very different.
  • Required coverage available: Progressive offers New York’s required liability, no-fault PIP, and uninsured motorist coverage, along with optional collision, comprehensive, and other protections.
  • Snapshot is available: New York drivers may be able to participate in Progressive’s Snapshot usage-based program, although program rules and savings vary.
  • No Deductible Savings Bank in New York: Progressive specifically states that its Deductible Savings Bank is not available in New York.

About Progressive

Progressive was founded in 1937 by Joseph Lewis and Jack Green and is headquartered in Mayfield Village, Ohio. The company initially focused heavily on auto insurance and developed a specialty in serving drivers who had difficulty obtaining coverage in the standard market.

Progressive has since expanded into one of the country’s largest auto insurers. In addition to personal auto coverage, Progressive offers or helps place insurance for motorcycles, RVs, boats, homes, renters, and other risks. It also writes commercial auto insurance.

You can buy Progressive auto insurance directly through the company or work with an independent agent. Policyholders can also manage many policy, billing, ID card, and claims functions through Progressive’s website and mobile app.

How Much Does Progressive Car Insurance Cost in New York?

Progressive’s current New York insurance page lists an average cost of $165.02 per month. However, that figure has an important limitation: Progressive says it is based on its internal data for a six-month, liability-only policy covering one driver and one vehicle.

That number should not be treated as an estimate of what you personally will pay. Your rate can depend on your driving history, location, annual mileage, vehicle, coverage limits, deductibles, prior claims, and other rating factors permitted under New York law.

A driver with an accident, speeding conviction, or DUI or DWI on the driving record can receive a substantially different quote from a driver with a clean history. The same is true when comparing minimum coverage with a policy containing higher liability limits, collision, and comprehensive insurance.

You can see Progressive’s current methodology and New York information on its official New York car insurance page.

Quick tip: When comparing Progressive with other insurers, use the same liability limits, deductibles, and optional coverages for every quote. A lower-priced quote may simply contain less coverage.

Progressive Car Insurance Coverage in New York

Progressive offers the primary coverages New York motorists need to satisfy the state’s financial responsibility requirements. According to the New York State Department of Financial Services, minimum coverage currently includes:

  • Bodily injury liability: At least $25,000 for bodily injury to one person and $50,000 for bodily injury to two or more people in an accident. Higher minimum limits apply when an injury results in death.
  • Property damage liability: At least $10,000 per accident.
  • Personal injury protection: At least $50,000 per person in basic New York no-fault benefits.
  • Uninsured motorist coverage: At least $25,000 per person and $50,000 per accident for bodily injury caused by an uninsured or qualifying hit-and-run driver in New York.

Basic New York no-fault coverage can pay qualifying economic losses regardless of who caused the crash. Those benefits can include eligible medical expenses, a portion of qualifying lost wages, and certain rehabilitation costs, subject to New York’s no-fault rules and limits.

Collision Coverage

Progressive offers optional collision coverage, which can help repair or replace your insured vehicle after it collides with another car or object, subject to the policy deductible and terms.

Collision coverage can apply to damage to your own vehicle even when you caused the accident. If another driver caused the crash, there may also be options for recovering damages through that driver’s liability coverage. Learn more about what may happen after a not-at-fault accident.

Progressive currently states that pet injury coverage of up to $1,000 is included with collision coverage where the feature is available, helping with veterinary bills when a pet is injured while riding in the insured vehicle. Availability and policy terms should be confirmed on your New York quote.

Comprehensive Coverage

Comprehensive coverage protects against many types of physical damage that are not caused by a collision. Covered events can include theft, vandalism, hail, flooding, falling objects, and certain vehicle fire damage, subject to exclusions and the selected deductible.

New York does not require collision or comprehensive insurance, although a lender or leasing company may require both while the vehicle is financed or leased.

Additional New York Coverage Options

Depending on the policy and eligibility, Progressive may offer additional protection beyond the required New York coverages. Options can include medical payments coverage and higher limits of liability and uninsured/underinsured motorist protection.

New York also permits Optional Basic Economic Loss, or OBEL, which adds $25,000 in eligible economic-loss protection above basic no-fault benefits. Ask Progressive or your agent which additional New York no-fault options are available on your quote and how they would apply.

Progressive Policy Options and Add-Ons

Progressive offers several optional auto insurance features nationally, although availability can vary by state and policy.

Roadside Assistance

Progressive roadside assistance can help when a covered vehicle becomes disabled. Services may include towing, battery jump-starts, flat-tire service, lockout assistance, and emergency fuel or fluid delivery, subject to policy terms and service limits.

Loan/Lease Payoff Coverage

Progressive offers loan/lease payoff coverage for eligible financed or leased vehicles when comprehensive and collision coverage are carried. It can help pay part of the difference between your vehicle’s value and the amount remaining on the loan or lease after a covered total loss.

This coverage is similar to what many consumers call gap insurance, but Progressive explains that its loan/lease payoff product is not identical to traditional gap coverage and has its own limits and requirements.

Rental Reimbursement

Optional rental reimbursement coverage can help pay for a rental vehicle while your car is being repaired after a qualifying covered loss, up to the limits selected on the policy.

Custom Parts and Equipment

Progressive also offers custom parts and equipment coverage for certain modifications and aftermarket equipment, such as custom wheels, stereo equipment, navigation systems, or custom paint. Limits and availability should be confirmed when purchasing the policy.

Progressive’s Deductible Savings Bank Is Not Available in New York

Older descriptions of Progressive policies sometimes mention its Deductible Savings Bank, which can reduce comprehensive and collision deductibles after claim- and violation-free policy periods.

Progressive currently states that the Deductible Savings Bank is not available in New York. New York drivers should therefore not assume this feature will be included or available to add to a Progressive policy.

Progressive Auto Insurance Discounts in New York

Progressive’s New York page currently identifies several discounts available to qualifying drivers. Eligibility depends on the policy, driver, household, and how the coverage is purchased.

  • Multi-car discount: Progressive advertises savings when more than one eligible vehicle is insured on the policy.
  • Multi-policy discount: Customers may save when they have multiple qualifying Progressive policies, such as auto plus another insurance product.
  • Good student discount: A qualifying full-time student who maintains a B average or better may be eligible for savings.

Progressive also advertises other discounts nationally, including potential savings connected with homeownership and automatic payment. Because discount availability can vary by state and situation, ask whether a homeowner discount or automatic payment discount applies to your specific New York quote.

One national Progressive discount that specifically does not apply in New York is the direct-channel online quote discount. Progressive’s current discount disclosures exclude New York from that particular discount.

How Does Progressive Snapshot Work in New York?

Snapshot is Progressive’s usage-based insurance program. It uses driving data to help determine a personalized rate based on driving behavior. Depending on how you enroll, information can be collected through Progressive’s mobile app or another approved method.

Progressive’s New York insurance page identifies Snapshot as one way New York drivers may potentially lower their rates. However, Progressive’s national Snapshot disclosures also note that some participation discounts or individual program features are not available in New York.

Before enrolling, review the current New York Snapshot terms so you understand which driving behaviors are monitored, how the information can affect your premium, and which discounts or program features apply in the state.

Progressive’s Complaint Record in New York

New York’s Department of Financial Services ranks auto insurers every year by upheld complaints per $1 million of premiums. A complaint is upheld when DFS agrees the insurer handled something wrong, such as a late no-fault payment or an improper nonrenewal. The 2025 report covers complaints closed in 2024 and ranks 128 companies. Across all of them combined, the ratio was 0.0341.

CompanyRank (of 128)Upheld ComplaintsComplaint Ratio
Progressive Specialty Insurance Company4820.0061
Progressive Advanced Insurance Company57110.0157
Progressive Max Insurance Company6150.0176
Progressive Northwestern Insurance Company6210.0221
Progressive Casualty Insurance Company85400.0585
Progressive Direct Insurance Company10130.1224

Taken together, the six Progressive companies had 62 upheld complaints on about $2.1 billion of yearly New York auto premiums, a combined ratio of 0.0300. That’s better than the 0.0341 figure for the whole market. In the previous report (complaints closed in 2023), the same companies had 47 upheld complaints and a ratio of 0.0269, against 0.0275 for all insurers that year.

Those premiums add up to 11.2% of the private passenger auto premiums counted in the DFS report. That share is our own calculation from the DFS figures, not an official market share number, but it gives a rough sense of how much of the New York market Progressive insures.

DFS points out that the ranking counts only complaints filed with the department, and that one or two extra upheld complaints can move a smaller insurer a long way. Use it alongside price, coverage and claims service, and match it to the company named on your quote or declarations page.

Progressive Customer Service and Claims

Progressive allows customers to handle many tasks online or through its mobile app. Policyholders can access insurance ID cards, review billing information, make payments, update certain policy details, and check claim information.

Claims can also be reported to Progressive by phone. Progressive currently lists its general customer service number as 1-888-671-4405 and says phone support is available 24/7 for services that include reporting accidents, filing claims, changing a policy, checking a bill, and obtaining roadside assistance.

Progressive also publishes strong third-party financial strength ratings. Its current ratings page lists an A+ (Superior) rating from AM Best, AA from Standard & Poor’s, and Aa from Moody’s. Financial strength ratings are intended to measure an insurer’s ability to meet its financial obligations; they do not predict how an individual claim will be handled. What Should You Consider Before Choosing Progressive?

Progressive may be worth including when you compare New York auto insurance quotes, particularly if you value online policy management, want to consider usage-based insurance through Snapshot, or need optional coverages beyond the state minimum.

However, there is no single insurer that will be the least expensive for every New York driver. Progressive’s pricing can change substantially based on the person, vehicle, location, driving history, and coverage selections. If price is your primary concern, compare identical coverage from several insurers rather than assuming one company will always be among the cheapest auto insurance companies in New York.

Before purchasing a policy, review the declarations page, deductibles, liability limits, optional endorsements, exclusions, and available discounts. The exact terms of the issued policy control what is covered.
