Is USAA Auto Insurance Good for New Yorkers?
Last Updated on October 4, 2026 by James Shaffer
USAA is a major auto insurance company serving members of the military community and eligible family members. It offers auto insurance in New York, but it is not available to every driver.
USAA may be worth considering if you qualify for membership, but you should not assume it will always be the cheapest option or the best fit for your situation. New York premiums vary based on your location, driving record, vehicle, coverage limits, mileage, and other rating factors. Rates may also differ significantly between New York City territories, including Brooklyn, Queens, The Bronx, Manhattan, and Staten Island.

Who Is Eligible for USAA?
USAA membership is generally available to people who have served or are serving in the U.S. military, along with certain eligible family members. Depending on the circumstances, eligibility may include active-duty service members, members of the Guard or Reserve, veterans, cadets, midshipmen, spouses, and children of USAA members.
Family eligibility can depend on the relationship to the service member and whether the service member established USAA membership. Parents, siblings, and other relatives should not assume they qualify automatically. Check USAA’s current membership eligibility information before relying on a family connection.
Membership eligibility and insurance eligibility are related but are not always identical. USAA may also review the vehicle, drivers, location, and other information before offering a policy.
Is USAA Cheap in New York?
USAA may offer competitive pricing for some eligible New York drivers, but no insurer is guaranteed to be the cheapest for everyone. The old rate examples in this article should not be used as current price estimates because insurance premiums change and depend on the individual quote.
Your USAA premium may be affected by your driving history, age, vehicle, annual mileage, garaging location, coverage limits, deductible, claims history, and credit information where permitted by New York law. A quote for a driver in Brooklyn may be very different from a quote for a driver in another New York territory.

New York Coverage Requirements
USAA policies issued for New York vehicles must comply with New York’s insurance requirements. For most vehicles, the state’s minimum liability limits are commonly described as 25/50/10:
- Bodily injury liability: $25,000 for bodily injury to one person and $50,000 for bodily injury to two or more people in one crash, excluding claims involving death.
- Death liability: $50,000 for one person and $100,000 for two or more people in one crash.
- Property damage liability: $10,000 for damage caused to another person’s vehicle or property in one crash.
- No-Fault coverage: Basic New York No-Fault benefits generally provide up to $50,000 per person for covered economic losses.
- Uninsured motorists: New York requires bodily injury protection for certain crashes involving an uninsured or hit-and-run motorist.
These are legal minimums, not necessarily the amount of coverage you should purchase. Higher liability limits may provide more protection if you have significant assets or if a serious injury claim exceeds the minimum limits. Review our guide to New York auto insurance laws and requirements before selecting coverage.
USAA Discounts in New York
USAA offers a variety of potential auto insurance discounts, but the available discounts and eligibility rules can vary by state. A discount listed on a national website may not be available in New York or may apply only to certain policyholders.
SafePilot Availability
USAA’s current SafePilot information lists New York among the states where the SafePilot participation discount is not available. Do not assume that enrolling in a telematics program will reduce your New York premium.
New York-Required Discounts
New York requires auto insurers to provide premium discounts for certain qualifying accident-prevention courses and vehicle safety or anti-theft features. Depending on your vehicle and circumstances, these may include a qualifying defensive driving course, anti-theft equipment, VIN-etched glass, anti-lock brakes, daytime running lamps, and certain safety equipment.
Ask USAA whether all applicable New York discounts have been applied to your policy. You can also review information about good student discounts, accident forgiveness, and military personnel discounts. These links explain the coverage topics generally; they should not be treated as confirmation that USAA offers every option in New York.
Bundling and Multiple Policies
USAA offers various insurance products and may offer savings when eligible members place multiple policies with the company. The amount and availability of any multi-policy discount depend on the policies, state, and underwriting rules. Read more about bundling auto insurance with other policies.
USAA Coverage Options
USAA auto policies may include standard coverages such as liability, No-Fault, uninsured motorists, collision, comprehensive, and optional protections. The exact coverages, limits, deductibles, and exclusions depend on the policy issued to you.
- Liability coverage: Helps protect you when an insured driver is legally responsible for injuries or property damage caused to another person.
- No-Fault coverage: Helps pay certain injury-related economic losses after a qualifying crash, regardless of who caused it.
- Uninsured and underinsured motorist coverage: May protect you and eligible household members from certain injuries caused by an uninsured, underinsured, or hit-and-run driver.
- Collision coverage: May pay for damage to your vehicle after a covered collision, subject to the deductible.
- Comprehensive coverage: May cover losses such as theft, vandalism, fire, severe weather, falling objects, or animal impact.
- Rental reimbursement: May help pay for a rental vehicle after a covered loss if the coverage is included.
- Roadside assistance: May provide services such as towing, jump-starts, tire changes, or fuel delivery when included in the policy.

USAA’s Complaint Record in New York
New York’s Department of Financial Services ranks auto insurers every year by upheld complaints per $1 million of premiums. A complaint is upheld when DFS agrees the insurer handled something wrong, such as a late no-fault payment or an improper nonrenewal. The 2025 report covers complaints closed in 2024 and ranks 128 companies. Across all of them combined, the ratio was 0.0341.
USAA policies in New York can be written by four USAA companies, including Garrison Property and Casualty Insurance Company, a wholly owned USAA subsidiary.
| Company | Rank (of 128) | Upheld Complaints | Complaint Ratio |
|---|---|---|---|
| United Services Automobile Association | 79 | 6 | 0.0433 |
| USAA General Indemnity Company | 98 | 13 | 0.1009 |
| USAA Casualty Insurance Company | 100 | 20 | 0.1191 |
| Garrison Property and Casualty Insurance Company | 108 | 18 | 0.1585 |
Taken together, the four USAA companies had 57 upheld complaints on about $549 million of yearly New York auto premiums, a combined ratio of 0.1039. That’s worse than the 0.0341 figure for the whole market. In the previous report (complaints closed in 2023), the same companies had 28 upheld complaints and a ratio of 0.0583, against 0.0275 for all insurers that year.
Those premiums add up to 3.0% of the private passenger auto premiums counted in the DFS report. That share is our own calculation from the DFS figures, not an official market share number, but it gives a rough sense of how much of the New York market USAA insures.
DFS points out that the ranking counts only complaints filed with the department, and that one or two extra upheld complaints can move a smaller insurer a long way. Use it alongside price, coverage and claims service, and match it to the company named on your quote or declarations page.
USAA Claims and Digital Tools
USAA’s current claims center allows members to start certain claims online, track claim status, upload photos and documents, view estimates, and schedule repairs where available. Members may also be able to report glass claims or request roadside assistance through USAA’s digital services.
Digital claim tools can make routine tasks more convenient, but online access does not guarantee that a claim will be approved or paid. Coverage depends on the policy, the facts of the loss, deductibles, exclusions, and the claims investigation.
Driving History and USAA Rates
A serious violation or claim can affect your eligibility and premium with any insurer, including USAA. Before requesting a quote, make sure your driving information is accurate and disclose incidents as required by the application.
Drivers with a DUI or DWI, speeding ticket, or other violation should compare multiple insurers rather than assuming one company will be cheapest. New York police officers and other qualifying groups can also ask whether any occupation-based or membership discounts apply.
Potential Advantages and Limitations
Potential Advantages
- USAA focuses on military members, veterans, and eligible family members.
- Eligible customers may be able to combine auto insurance with other products.
- USAA provides online and mobile tools for policy management and claims.
- Customers can request a quote based on their specific New York profile rather than relying on a national average.
Potential Limitations
- USAA is not available to every New York driver.
- SafePilot participation discounts are not currently available in New York.
- USAA may not be the cheapest option for every driver, vehicle, or New York territory.
- Discounts, coverage options, and underwriting rules can change and should be confirmed before purchasing.
How to Compare USAA With Other Insurers
To compare USAA fairly, request quotes from several insurers using identical information. Ask each company for the same liability limits, No-Fault limits, uninsured-motorist protection, collision and comprehensive deductibles, rental reimbursement, and roadside assistance options.
- Confirm that you are eligible for USAA membership and New York auto insurance.
- Use the same vehicle, driver, mileage, garaging address, and coverage information for every quote.
- Compare the total premium, deductibles, coverage limits, exclusions, and payment fees.
- Ask which New York discounts apply and whether they are already reflected in the quote.
- Review the policy documents before canceling an existing policy or allowing coverage to lapse.
Final Thoughts on USAA in New York
USAA may be a strong option for eligible military members, veterans, and family members who value military-focused service, potential discounts, and digital policy tools. However, the old price examples and customer satisfaction percentages previously associated with this article are no longer reliable.
The best way to determine whether USAA is right for you is to compare a current quote with similar coverage from other New York insurers. If you qualify for USAA, enter your ZIP code at the top of the page to begin comparing available options.
